      The City of Tulsa's Purchasing Division is established by Title 6, Chapter 4 of the Tulsa Revised Ordinances. This ordinance charges the Purchasing Division with the procurement responsibility for all supplies and contractual services required by the City and for the disposal of all surplus property.

When Is A Sealed Bid Solicited?

Any bid with an estimated cost of $15,000 or more will result in a formal notice, 'Invitation For Sealed Bid', being published in the Tulsa Daily Business Journal & Legal Record for at least five (5) days prior to the bid opening.

When Are The Sealed Bids Opened?

Each 'Invitation For Sealed Bid' has instructions as to the time and place of the bid openings. Usually the bids are opened and read at 8:30 A.M. on Thursdays in the City Council Meeting Room adjacent to City Hall.

Who Can Attend The Bid Openings?

Bid openings are open to any interested person(s). Bid Summary and Award will be available on this site and the City's Fax-on-Demand (918-596-1171).

Are Late Bids Accepted?

Bids are not accepted after the time and date of the bid closing which is 5:00 P.M. on the day prior to the bid opening. Late bids are returned unopened to the bidder.

POLICIES

Representatives of the Purchasing Division have full authority to question the quality, quantity, delivery schedule, product or service warranty, discounts and kind of material and service requested in order that the best interest of the City of Tulsa may be served.

The Purchasing Division will be the first point of contact when a suppler wishes to present or demonstrate its product for consideration. Suppliers should be aware that any commitment to purchase by anyone else other than a Purchasing Division representative may not be honored.

The Purchasing Agent nor a buyer shall not receive any benefit or profit from any purchase or contract made by the City of Tulsa. Acceptance of gifts is prohibited.

All qualified bidders shall be afforded equal opportunity to bid/quote and will compete on equal terms.

Note: The City of Tulsa is exempt from any Federal and State sales & use taxes.

Title 5, Chapter 1, Section 110 of the Tulsa Revised Ordinances require contractors to not engage in any unlawful employment practices. the term 'contractor' means any person, including a depository, who bids or supplies labor, materials, goods or services, including professional services, to the City of Tulsa or any subcontractor of a contractor.

The contractor will be required to complete a 'Work Force Report' to apprise the H/R Commission of its minority/female utilization.

In addition, the contractor may also be required to undergo a complete compliance review by a H/R Commission representative. And the contractor is also required to utilize minority/female-owned businesses as outlined in the City of Tulsa's M/FBE Resolution.

MINORITY BUSINESS CERTIFICATION

All suppliers are requested to certify as to whether or not they are a minority or female owned/operated business enterprise. A minority (MBE) business is defined as being: Black American, Hispanic American, Native American, Asian/Indian American, Asian/Pacific American or any other owned and operated by one or more such persons, who are lawful citizens of the United States or lawful permanent residents. . A female (FBE) business is defined as being owned and controlled by one or more women.

A minority/female-owned business enterprise is defined as at least 50% owned and controlled by an eligible minority or female persons. In the case of a publicly-owned business, at least 51% of the stock is owned by eligible minority or female persons. An application is provided on this website.
