The City of Tulsa's Purchasing Division is established by Title 6, Chapter 4 of the Tulsa Revised Ordinances. This ordinance charges the Purchasing Division with the procurement responsibility for all supplies and contractual services required by the City and for the disposal of all surplus property.

The Purchasing Division of the Finance Department is responsible for the procurement of supplies, equipment, vehicles, information technology systems, and most services, for all City departments. The services procured by Purchasing include: contractual services, like mowing or janitorial services; financial services, like banking services; and professional services, like consulting services.

This website is devoted to suppliers interested in these items. Purchasing uses NIGP (National Institute of Governmental Purchasing) commodity codes, at a 5 digit level, to keep track of the items we buy. In order to receive notice of opportunities to bid or quote on specific commodity codes, you must register as a supplier and you must select the commodity codes you are interested in. Our system automatically sends notice to all suppliers registered for a particular code, when we buy that item.

Each buyer is responsible for procurement of all items in a particular commodity group. Our contact page will help you  determine which buyer you should contact.

Any bid with an estimated cost of $25,000 or more will result in a formal notice being published in the Tulsa Daily Commerce & Legal News for at least five (5) days prior to the bid opening. All formal solicitations are posted on the City of Tulsa Purchasing website for download at your convenience.

Each Formal Solicitation has instructions as to the time and place of the bid openings. Usually the bids are opened and read at 8:30 A.M. on Thursdays in the City Council Meeting Room, which is located on the 2nd floor of City Hall, 175 E 2nd St., 74103. Bid openings are open to any interested person(s). Bid Summaries and Awards will be available on this site, usually within 2 business days of the bid opening.

Bids are not accepted after the time and date of the bid closing which is 5:00 P.M. on the day prior to the bid opening. Late bids are returned unopened to the bidder.

The following exceptions do not fall under the responsibility of the Purchasing Division: Public Construction Projects; and Architectural and Engineering Services. These are handled by the Engineering Services Department at the City.
