Sealed Bids are used on any purchase anticipated to be $15,000.00 or more, except:
    1. Construction and engineering needs of the Public Works and
        Parks departments will not be listed here.
    2. Requests for proposals are not required to be sent
        through the Purchasing division and may not be listed here.
    3. Sole source purchases when only one source is available to
        supply the product or service.
